Through efficient use of state and local resources, PSFA will support our school communities in providing quality, sustainable, safe and adequately equipped facilities that enhance educational outcomes for students and staff.

Public School Facilities Authority (PSFA) ensures public school students and teachers in New Mexico have safe, high-quality places to learn. Since 2002, PSFA has worked with the Public School Capital Outlay Council (PSCOC), school districts, charter schools, and local communities to plan, fund, and manage school building projects across the state. Our goal is to help schools create long-term facility plans, practice preventive maintenance, and meet state standards for safety, space, and technology. By using public funds wisely and supporting local involvement, together we can build better schools for New Mexico’s children.

Strategic Plan

After five months of iteration, the PSFA has released its 2025 Strategic Plan. Through surveys, focus groups and internal conversations, the PSFA Executive Team invited all staff and Public School Capital Outlay Council members to provide input that will guide the future of the organization. Our teamwork resulted in the co-designed vision, mission, values, objectives, and goals outlined in this plan. In addition to this strategic plan, PSFA developed an organizational work plan that outlines how internal departments will accomplish goals during the next three years. Annual reports will highlight the progress toward goals measured through key performance indicators. As the PSFA continues to proactively partner with districts and stakeholders, our inherent goals of improving process efficiency, reducing and streamlining project costs, and encouraging effective building system lifecycles through better maintenance continues to be at the forefront of our initiatives.

Our Story

The New Mexico Public School Facilities Authority (PSFA) was established by legislature in 2002 as a result of the Zuni lawsuit, in which three New Mexico school districts challenged the equity of public school capital outlay funding disbursements and won their case. In response to the lawsuit, the State made a legislative effort to improve and standardize the management and funding of public school facilities throughout the state.

Pursuant to 22-24-9 NMSA 1978, PSFA:

  • reports to and operates as staff to the Public School Capital Outlay Council (PSCOC);
  • manages the allocation of the Public School Capital Outlay Fund (PSCOF) according to greatest needs first, as determined by standardized and modern industry standards; and
  • assists school districts with:
    • facility planning and preventive maintenance plans;
    • procurement of architectural and engineering services;
    • management and oversight of construction activities; and
    • training programs.
Together with the Public School Capital Outlay Oversight Task Force (PSCOOTF) and PSCOC, PSFA aims to impove various challenges faced by public school facilities in New Mexico by:
  • providing equitable and efficient funding allocation;
  • addressing facility condition and adequacy;
  • providing transparency and accountability;
  • improving overall school facilities; and
  • standardizing procedures.

Our Services

The PSFA provides services to school districts from the funding of projects to the management of construction and maintenance of school buildings.

Staff to PSCOC

 

As defined by NM Administrative Code, the PSFA provides research and analysis to the Public School Capital Outlay Council (PSCOC).

Funding Administration

 

PSFA distributes state funding to all school districts, in compliance with statute.

Project Management

 

PSFA works alongside school districts on planning, design, and construction projects to provide project management support and technical expertise.

Facility Information Management

 

PSFA assesses, gathers, and organizes facility information for all schools in New Mexico, using the wNMCI score to calculate the statewide ranking of public schools. PSFA also assists with monitoring and improving maintenance and energy efficiency.

PSFA Annual Reports

Inspection of Public Records Notice

The Public Schools Facility Authority (PSFA) accepts records requests via U.S. Mail, email, telephone or in person.

Notice of Right to Inspect Public Records

By law, under the Inspection of Public Records Act, every person has the right to inspect public records of
the PSFA.

 

Procedures for Requesting Inspection

  • Submit request to the records custodian, at the addresses and telephone number stated above.
    A person desiring to inspect public records may submit a request to the records custodian orally or in writing. However, the procedures and penalties prescribed by the Inspection of Public Records Act apply only to written requests.
      • A written request must contain the following:
      • Name, address and telephone number of the person making the request.
      • Written requests may be submitted in person or sent via US mail or email.
  • The request must describe the records sought in sufficient detail to enable the records custodian to
    identify and locate the requested records.

PSFA’s Responsibilities

The records custodian must permit inspection immediately or as soon as practicable, but no later than 15 calendar days after the records custodian receives the inspection request. If inspection is not permitted within three business days, the person making the request will receive a written response explaining when the records will be available for inspection or when the public body will respond to the request. If any of the records sought are not available for public inspection, the person making the request is entitled to a written response from the records custodian explaining the reasons inspection has been denied. The written denial shall be delivered or mailed within 15 calendar days after the records custodian receives the request for inspection.

 

Fee for Copying Records

The fee for printed documents 8.5 inches by 11 inches or smaller is $.50 per page. The fee for larger documents is $1.00 dollar per page. The records custodian may request that applicable fees for copying
public records be paid in advance, before the copies are made. A receipt indicating that the fees have been paid will be provided upon request to the person requesting the copies.
