Eligibility Requirements

The New Mexico Public School Facilities Authority helps school districts across the state improve and maintain safe, high-quality learning environments. PSFA provides funding for big projects like building new schools or renovating old ones, especially when buildings are in poor condition. They also help pay for upgrades to important systems like heating, air conditioning, roofs, and plumbing. PSFA supports early childhood learning by funding Pre-K classroom spaces, and in rural areas, they help with housing for teachers. Some schools also receive help paying for leased classroom space. PSFA works closely with school districts on funding to plan for the future and make sure funding goes where it’s needed most.

What does my district need to apply for or become eligible for funding from the New Mexico Public Schools Facilities Authority?

There are some specific requirements to receive funding from NMPSFA.

  • Your district must have a PSFA-approved current 5-year Facilities Master Plan.
  • Your district must have a PSFA-approved current Preventive Maintenance Plan.
  • Most state funding requires a local funding match, and your district will need to determine whether a local bond election or other source of funds will needed to raise local matching funds.
  • Your district’s data in the Facilities Assessment Database will need to be current. Maintaining this is the responsibility of each individual district, but PSFA can assist.
  • A district requesting funding must submit a funding application.

Facilities Master Plan

A Facilities Master Plan (FMP) is a long-term roadmap that helps public schools plan for the repair, improvement, and construction of their buildings. It looks at the current condition of school facilities, future student needs, and available funding.

Having a Facilities Master Plan is important because it helps school districts make smart decisions about where and how to invest in their buildings. It ensures that schools stay safe, up to date, and able to support student learning for years to come.

Preventive Maintenance Plan

The purpose of the Preventive Maintenance Program is to ensure that the physical condition, educational suitability and physical infrastructure of all public school facilities in New Mexico meet an adequate level statewide and the design, construction and maintenance of school sites and facilities encourage, promote and maximize safe, functional and durable learning environments in order for the state to meet its educational responsibilities and for New Mexico’s students to have the opportunity to achieve success.

A Preventive Maintenance Plan is a living document that should be updated regularly as target goals are met, inventories of equipment changes or staff changes occur.

Facilities Assessment Database

New Mexico ranks all school facilities needs statewide according to a standards-based formula, and in general, prioritizes funding to the greatest needs at top of the list.

The list of ranked facility needs is called the New Mexico Condition Index (NMCI) or the Facilities Assessment Database (FAD). 

Even if your school district has a facilities need ranked the highest, your district will still need to fill out an application for the state to award funding to address that need.
