The Public School Facilities Authority (PSFA) is seeking proposals from qualified consulting teams to complete Phase 1 of a multi-phase initiative to comprehensively update New Mexico’s Adequacy Planning Guide (APG) for public schools.

This phase will establish the technical foundation for subsequent phases of the APG update by reviewing the existing planning framework, identifying gaps and opportunities for improvement, researching national best practices and emerging educational programs, and evaluating current and potential future facility and campus space types that support modern public education.

The work includes a comprehensive review of the existing APG, Statewide Adequacy Standards, and Maximum Allowable Gross Square Foot (GSF) Calculator; synthesis of national best practices in school facility planning, educational programming, resilience, sustainability, cost control, and campus design; and evaluation of how current facility and campus space types support evolving educational, operational, and community needs across New Mexico’s diverse school districts. The selected consultant will prepare technical reports, reference materials, and stakeholder support materials that will inform future phases of the APG update.

PSFA will lead the overall stakeholder engagement process. The selected consultant will support those efforts by preparing technical materials, presentations, visual aids, and other information requested by PSFA and participating in stakeholder engagement activities when requested by the PSFA Project Manager.

The project requires demonstrated expertise in educational facility planning, development of planning guidance and technical standards, evaluation of school facility space types, project management and quality control, research and analysis of national best practices, and preparation of clear, well-organized technical documents. Relevant experience should include school facility planning topics such as Career Technical Education (CTE), early childhood education, special education, prototype school planning, cost control, resilience, renewable energy, school safety, multimodal access, and other emerging school facility planning considerations.
